State Wide Assistance Team (SWAT)
SWAT Process

The SWAT process is a state level consultation about a student regarding critical behavioral, social, or academic programming concerns. Usually district or regional resources such as a Behavior Specialist, or a Behavioral and Educational Support and Intervention Team will have assisted the school level team with their concerns before a SWAT request is initiated. This might include consultation or specific intervention training for teachers and other personnel who work directly with a student.

1. The Special Education Director or designee from a school district requests a SWAT by contacting the assigned district technical assistant (TA) at USOE. If the request comes via another USOE staff member, the request is passed on to the district's TA, regardless of how it originated.

2. The TA consults with district personnel to determine whether a SWAT visit or another kind of technical assistance from the specialist or others is needed. Then, in consultation with other Specialists in the Special Education Services Unit, the appropriate person(s) are identified and asked to conduct the SWAT visit. Use of persons who are already on the USOE, UPDC, or other CSPD staff is preferred. If there is a set of conditions requiring specialized expertise, individuals from outside the agency are accessed. The TA completes the proper paper work and forwards it to the identified SWAT provider or team.

3. The expectation of the person or team who agrees to conduct the SWAT consultation is that the visit will be scheduled as soon as possible. The SWAT team will be contacted by the district director or designee to make arrangements as to time and place of the visit. A written report containing recommendations for the school personnel will be produced within 5 working days of the observation.

4. The TA contacts the district director regarding who will be conducting the consultation. The director schedules the consultation with the school and the assigned SWAT team.

5. After the visit, copies of the written report and recommendations are sent to the District Director of Special Education and the USOE TA. The TA follows up to insure that the written report was received. When the TA receives a copy of the written report, the payment authorization for a consultant is forwarded to Cheryl Smith at the UPDC, as appropriate. If a SWAT team consultant is selected who requires contracted reimbursement, he/she will submit his/her expenses and fees on the proper forms to ULRC for reimbursement.
