This project represents the cumulative planning of Utah consumers, Office of the Governor, Local Education Authorities (LEAs), all major divisions of the State Education Agency (SEA), including regular educators, the Office of Teacher Certification and Accreditation of Personnel Preparation Programs, the Office of Statewide Assessment, and the Office of Special Education Services.
In addition, the State Institutions of Higher Education have been heavily involved in every phase of the planning and writing. The following narrative has two major components: The Utah State Improvement Plan (Utah SIP) and the Utah State Improvement Grant (Utah SIG).
The Utah State Improvement Grant has been designed and written as a part of the State Improvement Plan. The goals and objectives of the grant complement and directly support the needs assessment generated by the State Improvement plan. The grant has three goals: Goal 1 responds directly to the needs assessment data on the most critical needs in personnel preparation, as documented by Utah LEAs; Goal 2 responds directly to Utah Needs Assessment Data on Statewide Achievement and the IDEA 97 general curriculum requirements; Goal 2 emphasizes personnel preparation activities to prevent and treat reading failure; Goal 3 responds directly to needs assessment data on statewide priorities for inservice staff development, for professionals and paraeducators serving students with disabilities.
Virtually all personnel preparation activities heavily supported by SIG resources are field-based programs. The majority of these field-based programs directly address emergency certification priorities.
